Gov. Jim Justice joined West Virginia Transportation Secretary Jimmy Wriston, P.E., and Raleigh County Commission President Greg Duckworth today for a groundbreaking ceremony to celebrate the start of work on the southern leg of the Beckley Z-Way project near Beckley.
